Initiative on Regulating Urea Export Order

Recently, the China Agricultural Means of Production Association (CAMPA) has been developing a self-discipline mechanism for urea exports, coordinating key distribution enterprises responsible for supply stability and price regulation to conduct urea exports in a steady and orderly manner. However, certain market entities and speculative capital have exploited this situation to drive irrational surges in urea futures and spot prices, disrupting normal operations and hindering the progress of related initiatives. To safeguard the stability of the domestic fertilizer market and ensure adequate agricultural fertilizer supply for summer farming, CAMPA hereby issues the following initiatives:
I. Accurately Understand CAMPA’s Objectives and Fulfill Supply-Price Responsibilities
The establishment of a urea export self-discipline mechanism aims to guide enterprises in conducting healthy, orderly exports while prioritizing domestic agricultural demand, thereby promoting high-quality development of the fertilizer industry. Distribution enterprises must align with the national policy of "ensuring supply and stabilizing prices," fulfill social responsibilities, strengthen production-sales coordination and logistics efficiency, and guarantee sufficient fertilizer supply during the summer farming season.
II. Strengthen Industry Self-Discipline and Maintain Market Stability
The industry must collectively uphold a favorable development environment. Fertilizer enterprises should enhance self-discipline, conduct production and procurement activities prudently, maintain reasonable profit margins, and prioritize public welfare by avoiding excessive price hikes. Refrain from spreading rumors, speculative hype, or hoarding behaviors. CAMPA will take measures against entities that disrupt market stability, including suspending membership privileges or restricting participation in self-discipline activities, to preserve a fair and orderly market.
