In order to implement the requirements of the decision-making arrangements of the CPC Central Committee and the State Council and the "Government work report", comprehensively promote epidemic prevention and control and economic and social development, closely revolve around the main body of the market to protect employment, protect people's livelihood, and promote the reduction of production and operating costs of enterprises, the matters related to the extension of the policy on reducing the cost of electricity consumption of enterprises are hereby notified as follows. 

I. scope of implementation. 

The scope of implementation continues to be for power users with general industrial and commercial and other electricity prices and large industrial electricity prices, except those in high energy-consuming industries. 

II. Specific measures. 

From July 1 to December 31, 2020, when calculating and charging the electricity charges of the above-mentioned power users (including those who have participated in market transactions), power grid enterprises will uniformly continue to settle at 95% of the original to-home electricity price level. 

III. Job requirements. 

The departments in charge of prices in various localities should fully understand the importance of promoting the reduction of production and operating costs of enterprises to protect employment, people's livelihood and the main body of the market, and guide power grid enterprises to seriously implement the policy of prolonging the stage and reducing the cost of enterprise electricity consumption, ensure the smooth implementation of the policy, and do a good job in policy interpretation and publicity. 

Actively cooperate with local market regulatory departments, innovate ways and methods, and earnestly strengthen the supervision of charging behavior in commercial complexes, industrial parks, office buildings and other power transfer links, so as to ensure that electricity price dividends are transmitted to end users in time and in full, so as to increase the sense of achievement of enterprises. 

Power grid enterprises should actively publicize the policy to users and implement the policy as soon as possible.
